2. הצעת תקציב הלשכה
הצעת תקציב הלשכה תוגש למועצה הארצית בידי גזבר הלשכה, לאחר שנבדקה ואושרה בוועדת הכספים, לא יאוחר מה־31 באוקטובר של כל שנה, עבור השנה שלאחריה; אולם יושב ראש המועצה יהא רשאי להאריך את המועד בשבועיים, מטעמים מיוחדים.
