2. מתן תוקף חוקי לפקודות
שום פקודה שהוכרז תקפה ע״י הנציב העליון או ע״י אדם אחר המנהל באותה שעה את ממשלת פלשתינה (א״י) קודם להנהגת דבר־מלך זה, לא תחשב כמבוטלת מחמת זה בלבד שהצעת הפקודה לא פורסמה תחילה ברבים לפחות חדש חמה אחד לפני שניתן לה תוקף.
