1. מטרה
מטרתו של חוק זה לקבוע יום הוקרה ממלכתי לפצועי מערכות ישראל ונפגעי פעולות איבה אשר נלחמו, סיכנו את חייהם ונפצעו בהגנה על מדינת ישראל ואזרחיה, להעלות על נס את אומץ ליבם, מעשי גבורתם ומסירותם, להביע הערכה למי שנפצעו בגופם ובנפשם במאבק על ביטחונה של מדינת ישראל ותקומתה ושבהתמודדותם עם הפציעה מהווים מופת של נחישות ועוצמה, וכן להביע הערכה למסירות של משפחותיהם.
