המנהל אינו רשאי להטיל עיצום כספי בסכום הנמוך מהסכומים הקבועים לפי סימן זה, אלא במקרים, בנסיבות ובהתאם לשיקולים המפורטים בתוספת השלישית, ובשיעורים הקבועים בה.
