1. מטרה
מטרת חוק זה להסדיר את העמדתם לדין של מבצעי פעולות האיבה, הרצח, פשעי המין, החטיפה והביזה שביצעו ארגון הטרור חמאס ושותפיו במסגרת מתקפת הטרור הרצחנית, באופן מאורגן ומכוון, באזרחי ישראל ובתושביה, שהחלו בכ״ב בתשרי התשפ״ד (7 באוקטובר 2023), מעשים שהם פשעים כלפי העם היהודי, פשעים כלפי האנושות ופשעי מלחמה.
