5. מועדי מדידת אמות המידה
אמות המידה כאמור בפרטים 1 עד 4 לתוספת יימדדו אחת לחמש שנים ביחס לנתונים של שלוש השנים שקדמו לשנה שבה נעשית המדידה; המדידה הראשונה תיערך בשנה שבה תקנות אלה נכנסו לתוקף.
