2. דרישות כלליות
לא יפעיל בעל רישיון להפעלת יחידת נת״א את יחידת הנת״א אלא לאחר שהבטיח כי עומדים לרשותו ציוד, כוח אדם ומערך ארגוני מתאימים, המספיקים לפעילות יחידת הנת״א לפי הרישיון שניתן להפעלתה.
