בצו זה, ”עודפי יצוא“ – מוצר הלבשה או גרביים מסוג א׳, המיוצרים לשם יצוא, המשווקים בארץ, והמסומנים בתווית לועזית הכוללת את שם הלקוח בחוץ לארץ, סימנו המסחרי או כל פרט אחר המעיד שהם יוצרו לשם יצוא.
