המשך הצבת המבנים במתחם והפיתוח שנעשה במתחם, והמשך השימוש בהם על ידי מי שהתגוררו ביישוב באזור התחולה ופונו מביתם לפי החלטת הממשלה בדבר פינוי בשל המצב הביטחוני המיוחד, יהיו פטורים מתוכנית ומהיתר לפי פרק ה׳ לחוק.
