5. שיתוף הציבור
בביצוע תפקידיהן יפעלו הרשות והמועצה, ככל הניתן, בשיתוף הציבור, לרבות משפחות הנופלים, משפחות הנספים, משפחות הנרצחים, משפחות החטופים, חטופים ששוחררו, שורדי הטבח, ובכלל זה שורדי הטבח במסיבות, ונציגי היישובים, הקיבוצים, המושבים, הערים, הרשויות המקומיות והקהילות שנפגעו באירועי כ״ב בתשרי – 7 באוקטובר.
