בתוקף סמכותה לפי סעיף 13ב(א) לחוק תאגידי מים וביוב, התשס״א–2001 (להלן – החוק), בהמלצת הממונה ולאחר שקוימו הוראות סעיף 13ב(ב), קובעת מועצת הרשות הממשלתית למים ולביוב חלוקה של שטח המדינה למרחבים לפי המפה הזו:
