בעלה או קברניטה של ספינת דיג וכל איש צוות המשרת בה לא ישיטה, מישראל אל מחוץ למימי החופין של ישראל, אלא לפי היתר בכתב מאת מפקד חיל הים ובהתאם לתנאי ההיתר.
