2. אישור בטיחות
בעל מכולה חדשה, או קיימת, המשמשת או מיועדת לשמש לתנועה בתובלה בינלאומית חייב לדאוג כי המכולה תאושר אישור בטיחות בהתאם לנוהלים שנקבעו בתקנות אלה.
