2. פקוח על הנפת דגלים ע״י אניות העוגנות בנמלי ישראל
תיקון: תש״ח, תש״ט
הממונה על כל מחוז [במקור: מושל כל מחוז] יכול, בהודעה בכתב שתשלח לרב החובל של כל ספינה העוגנת בכל נמל או מקום מעגן [במקור: חוף, נמל או מקום מעגן] בישראל הנמצאים במחוז, לאסור את הנפתו או את הצגתו של כל דגל או סמל על ספינה בשעה שהיא נמצאת באותו נמל או מקום מעגן [במקור: חוף, נמל או מקום מעגן] בישראל, מלבד דגלה הלאומי של הספינה, דגל ישראל, דגלי איתות, או כל דגל ימי רשמי או דיפלומטי.
