שר העבודה והרווחה רשאי, בהתייעצות עם שר המשפטים ובאישור ועדת החוקה חוק ומשפט של הכנסת, להתקין תקנות לביצוע פרק זה [צ״ל: סימן זה], ובין השאר בענין החזר הוצאות הקשורות בביצוע השירות לציבור.
