כל עוד לא הוגש כתב אישום, רשאי שוטר שאינו תובע כאמור בסעיף 12(א)(2) לחוק סדר הדין הפלילי, לנהל הליכים לפי סימן ג׳ או לפי סימן זה, למעט הליכים לפי סעיפים 52 ו־53.
