190. תשלומים מקופת העיריה
כל ההוצאות שהעיריה מתחייבת בהן כדין לפי הוראות הפקודה או כל דין אחר, וכן כל סכום אחר המגיע ממנה כדין, ייזקפו לחובת קופת העיריה וישולמו מתוכה, ובלבד שלא ישולם מקופת העיריה שום תשלום אלא אם הורשה על ידי התקציב השוטף או הורשה במיוחד על ידי המועצה באישורו של הממונה.
