223. חזקה לענין אחריות להוצאה
אם אין לראות מתוך החלטות המועצה מי הוא חבר המועצה שהסכים להוצאה מסויימת, יראו כל חבר שנכח בישיבה שבה הורשתה ההוצאה כאילו הוא הסכים לכך, כל עוד לא הוכיח את ההיפך.
