12. תחילה ותחולה
(א)הוראות חוק זה יחולו על הבחירות ועל כינון הממשלה, החל בבחירות לכנסת השש עשרה.
(ב)בכפוף להוראות סעיף קטן (א), תהא תחילתו של חוק זה ביום שתיכון הממשלה כאמור בסעיף קטן (א).
