19. סדרי העבודה והתקנון
הכנסת תקבע סדרי עבודתה; במידה שסדרי העבודה לא נקבעו בחוק תקבעם הכנסת בתקנון; כל עוד לא נקבעו סדרי העבודה כאמור, תנהג הכנסת לפי הנוהג והנוהל המקובלים בה.
