25. רוב
הכנסת תחליט ברוב דעות של המשתתפים בהצבעה, כשהנמנעים אינם באים במנין המשתתפים בהצבעה; סדרי ההצבעה ייקבעו בתקנון; והכל כשאין בחוק הוראה אחרת לענין זה.
