15. שמירת תוקף
הוראות חוק זה באות להוסיף על הוראות כל חיקוק ולא לגרוע מהן, ואין בהן כדי למנוע מרשות של המדינה או מרשות מקומית לקבוע הוראות נוספות על הוראות חוק זה בתחום סמכויותיהן כדין.
