רשות מקומית רשאית בחוק עזר, באישור השר, לקבוע הוראות מיוחדות לענין חוק זה, בהתחשב בתנאים המיוחדים של המקום ותושביו, והוראות כאמור יכול שיסטו מהוראות תקנות שהותקנו לפי חוק זה, לרבות קביעת אי־תחולתן של התקנות באזורים, בימים או בשעות שהוגדרו בחוק העזר.
