1. שימוש בסמכויות – עקרונות
שימוש בסמכויות לפי חוק זה, יהא לשם שמירה על ביטחון הציבור מפני פעילות חבלנית עוינת ומפני אלימות, וזאת במקום ובדרך שיבטיחו שמירה מרבית על כבוד האדם, פרטיותו וזכויותיו.
