לא יורחק תלמיד, כהגדרתו בסעיף 12א, לצמיתות, ממוסד חינוך בשל הישגיו הלימודיים אלא בהתאם לכללים שקבע השר; אין בהוראות סעיף זה כדי לגרוע מהוראות חוק זכויות התלמיד, התשס״א–2000.
