השר יוועץ בועד החינוך בטרם ישתמש בסמכות מן הסמכויות המסורות לו לפי חוק זה, חוץ מן הסמכויות לפי הסעיפים 12, 29, ו־32 והשימוש הראשון בסמכותו לפי סעיף 17.
