3. אישור על קיום הסכם קיבוצי
אישור של הממונה הראשי על יחסי־עבודה כי הסכם קיבוצי פלוני חל על מעביד ועובד, או על המספר הגדול ביותר של עובדים בענף, יהיה ראיה מכרעת לענין תקנה 2.
