20. כללי המועצה
הועדה תונחה, ככל האפשר, על ידי הכללים שקבעה המועצה ואולם היא תהיה רשאית לסטות מהכללים האמורים ומתקנות שהותקנו מכוח חוק זה, אם השתכנעה, מנימוקים שיירשמו, כי הסטיה הכרחית מטעמים של בטחון המדינה.
