45א. הגבלת מיזמים
תיקון: תשס״ג
רשות מקומית ותאגיד הנשלט בידי רשות מקומית, לא יתקשרו עם מי שאינו גוף מתוקצב או גוף נתמך, בהתקשרות ארוכת טווח לביצוע מיזם, אלא על פי היתר של שר הפנים ושר האוצר; לענין זה –
”גוף מתוקצב“ – כהגדרתו בסעיף 21;
”התקשרות“ – לרבות התקשרות נוספת המהווה המשך להתקשרות ראשונה;
”התקשרות ארוכת טווח“ – התקשרות אשר פרק הזמן לביצוע ההתחייבויות על פיה הוא 3 שנים או יותר.
