5. יישוב חילוקי דעות
תיקון: תשמ״ה, תשס״ח
נתגלעו חילוקי דעות בין שלוש הרשויות, יובאו להכרעת ועדת שרים שחבריה ראש הממשלה, והוא יהיה היושב ראש, השר ושר הפנים או נציגיהם; ערער שר על החלטת הועדה, תכריע הממשלה.
