משנתקבל התזכיר, יזמין הרשם את בעלי הדין להתייצב לפני בית הדין המיוחד בתאריך שיקבע; לבית הדין יהיו לענין זה כל הסמכויות הנתונות לפי תקנות אלה לבית משפט מחוזי בערכאה ראשונה, והוא ינהג, במידה שהדבר רצוי באותן נסיבות, לפי סדרי הדין והנוהג המקובלים בבתי המשפט כאמור בתקנה 2.
