המצאת כתב בי־דין לרשות מקומית יכול שתהא בהמצאת הכתב לראש הרשות, לסגן ראש הרשות, למזכיר או לפקיד ראשי אחר של הרשות, או בהנחתו במשרד הראשי של הרשות.
