תובע שהוגשה נגדו תביעה שכנגד וכל אדם שהומצא לו כתב תביעה שכנגד יגיש, במועדים האמורים בתקנה 19, כתב הגנה שייקרא כתב הגנה שכנגד, ואם אינו מגיש כתב הגנה שכנגד, דינו כדין נתבע שלא הגיש כתב הגנה.
