נוסף על הוראות כל דין, רשאי שר האוצר, בהתייעצות עם שר המשפטים, וביחס לחברה ציבורית – בהתייעצות עם רשות ניירות ערך, לקבוע לפי הצעת הרשות כללים לעריכת דוחות כספיים של חברה ממשלתית שלגביה קבע כי היא נותנת שירות חיוני לציבור, לרבות לענין הפרטים שייכללו בהם, העקרונות החשבונאיים לעריכתם, וההצהרות והביאורים שיצורפו להם.
