תיקון: תשל״ט, תשמ״ט
לא יהיו ברשותו של אדם כלים המשמשים להכנת סם מסוכן או לצריכתו, שלא בהיתר; העובר על הוראות סעיף זה, דינו – מאסר עשרים שנים או קנס פי עשרים וחמישה מהקנס האמור בסעיף 61(א)(4) לחוק העונשין, התשל״ז–1977, ואם היו הכלים לשימוש בצריכתו העצמית בלבד, דינו – מאסר שלוש שנים או קנס כאמור בסעיף 61(א)(4) לחוק העונשין, התשל״ז–1977.
