15. המינהלה
הרשות המנהלת והמבצעת של שירות התעסוקה היא מינהלת השירות שחבריה הם מנהל השירות, סגנו – אם נתמנה לו סגן – ונושאי המשרות בשירות שנקבעו כמשרות של ניהול על ידי השר לאחר התייעצות במועצה; מנהל השירות יהיה יושב ראש המינהלה.
