13. ביצוע על־ידי מפקח
חייב אדם, על פי חוק זה או תקנה לפיו, לבצע פעולה ולא ביצעה תוך המועד שנקבע לכך, רשאי מפקח על הצמח לבצע אותה פעולה על חשבון האדם.
