השר לאיכות הסביבה או שר הבריאות, כל אחד בתחומי אחריותו, יחד עם שר הפנים, ובהתייעצות עם הרשויות המקומיות הנוגעות בדבר, רשאים לקבוע בתקנות הוראות בדבר ארגונו, תפקידיו ומקורות מימונו של השירות הסניטרי ברשויות הסניטריות המקומיות.
