השר המשפטים יקבע את סדרי הדין לפני הרשם לענייני המרכז; לא הותקנו תקנות לפי סעיף זה, בעניין מסוים, יפעל הרשם לענייני המרכז באותו עניין בדרך הנראית לו הצודקת והמועילה ביותר.
