שר התשתיות הלאומיות האנרגיה והמים ממונה על ביצוע חוק זה והוא רשאי, בהתייעצות עם שר הפנים ושר האוצר, להתקין תקנות בכל הנוגע לביצועו, למעט בענינים שבהם מוסמכים מועצת הרשות או הממונה, לפי חוק זה, לקבוע כללים.
