תיקון: תשע״ה
רשאי לעיין בהתנגדויות כל מי שעלול להיפגע על ידי קבלתן; אולם שר הפנים, בהתייעצות עם שר הבטחון, רשאי לקבוע בתקנות אם ובאיזו מידה תהא התנגדות לפי סעיף 101 פתוחה לעיון.
