ועדה מחוזית רשאית לבחור, מבין חבריה, ועדות משנה נוספות, בנות חמישה חברים כל אחת, ובהן לפחות חבר אחד שהוא מבין נציגי הרשויות המקומיות; הועדה תמנה יושב ראש לכל ועדת משנה שבחרה כאמור, מקרב חברי הועדה המחוזית, והיא רשאית לאצול לה מסמכויותיה.
