לדיון בערר לפי פרק זה, יוזמנו מבקש ההיתר, המתנגד, ונציגי רשות הרישוי המקומית או נציג הועדה המקומית, לפי הענין, ומשהתייצבו יתקיים הדיון בפניהם ורשאים הם להשמיע בפני ועדת הערר את טענותיהם.
