191. חילופי קרקע
הועדה המקומית, בהסכמת הועדה המחוזית, רשאית לבוא לידי הסכם עם בעל מקרקעין שהופקעו על ידיה, כי במקום תשלום כסף תמורתם יועברו לו מקרקעין אחרים, בתחום התכנית או מחוצה לו, לסילוק מלא או חלקי של תביעותיו הנובעות מההפקעה.
