נתגלעו חילוקי דעות בדבר תשלום אגרה לפי חוק זה או התקנות על פיו ודרך חישובה, ישלם החייב בתשלום את שנדרש לשלם, והוא רשאי לפנות לבית המשפט המוסמך אשר יכריע במחלוקת.
