תיקון: תשע״ד־2, תשע״ה
שר הפנים יפעל ככל הניתן להדרכתן ולהכוונתן של הוועדות המקומיות כדי שיהיה ניתן לקדם את הסמכתן כוועדות מקומיות עצמאיות, וככל שנקבעו לכך סכומים בתקציב המדינה השנתי – יקצה שר הפנים לוועדות המקומיות סיוע כספי, לפי אמות מידה שיקבע, בהתחשב בין השאר במצבן הכלכלי.
