4. מילוי מקומו של חבר מועצה שנעדר
חבר המועצה שנבצר ממנו למלא את תפקידו תקופה מסויימת משום שהוא נעדר או נטול יכולת לפעול מחמת מחלה או מחמת סיבה אחרת, רשאי מי שמינה אותו למנות במקומו אדם אחר לאותה תקופה, ובלבד שממלא המקום יתמנה בדרך ובתנאים שנתמנה חבר המועצה שקדם לו.
