הרכבה של נציגות צרכנים וסדרי עבודתה ייקבעו בצו שהקים את נציגות הצרכנים, והיא תכונס על ידי מנהל הרשות הממשלתית, או מי שמנהל הרשות הממשלתית הרשהו לכך בכתב.
