תקנות וצווים לפי סימן זה יכול שיחולו בכל שטחה של המדינה או בחלק ממנה, או לגבי מקור מים מסויים, הכל לפי המפורט בתקנות או בצווים; על צו שהוחל על חלק מן המדינה תימסר הודעה מוקדמת לועדת הכלכלה של הכנסת.
