מי שרואה את עצמו נפגע מהחלטת מנהל הרשות הממשלתית בדבר מתן רשיון החדרה או הסירוב לתיתו או מפרט שנקבע או צויין ברשיון כאמור, רשאי לערור על כך לבית הדין תוך 30 יום מיום שניתנה הודעה על החלטת מנהל הרשות הממשלתית בדבר מתן הרשיון או הסירוב לתיתו.
